Report by the Surveyor General.
The Public Health Bill read a first time on the 6th of May 1887, contains - in terms somewhat less stringent than originally framed by myself, the recommendations made by Mr Chadwick in 1882, together with additional provisions of minor importance. It also embraces some sanitary clauses of Existing Ordinances which are transferred from the latter to the new Bill for the sake of completeness.
2. The original Bill was framed and submitted by me as far back as three years ago, owing to the opposition which it was seen it would arouse the Government did not proceed with the measure at the time, preferring to give a very deliberate consideration to the radical reforms involved in the measure.
